BE HUMAN!

NUCA Association for Animal Protection launches the BE HUMAN! campaign, in co-operation with the ANIMAL WELLFARE OFFICE AND THE LOCAL EPIDEMIOLOGICAL UNIT of the SANITARY VETERINARY AND NUTRIMENT SAFETY DEPARTMENT, Cluj.

In Romania, violence and maltreatment towards animals is punished by law. Theoretically. Practically, animals seem to be, most of the times, un unwanted product of a still new and badly understood freedom. And by animals we don’t necessarily mean “useful” animals - the ones people survive on - that seem to enjoy, at least apparently, a more privileged position; we refer mainly to those animals that don’t belong to someone in particular, the strays that many of us find unacceptable and deprived of any rights: the dog behind the block that some administrator or sane lodger decides to poison nonchalantly; or the cat our children can throw stones at because there’s no one to object and after all, they are only children, for God’s sake! God?

We equally refer to those animals whose owners feel like gods when it comes to their pets - people that harm the animal merely because they own it; also, people that decide the dog can eat only when he’s earned the right to do so… sounds familiar?
Any form of maltreatment towards animals is sanctionable by law; the legal background is there; we just need to prove ourselves the superior species and to find ways to make use of it.

Therefore, when you think the life, the health or the wellbeing of a stray or of an animal with an owner are being permanently or occasionally jeopardised please send an email to fiiom@nuca.org.ro. If you’ve gathered enough data to build a case, we’ll send it to the Sanitary Veterinary Department. If not, we’ll get in touch with you for more details.
When we have an official notification, a representative of DSVSA Cluj and a member of APPA NUCA will go on location. We will, of course, keep you informed on how things are taken care of.

We thought a great deal before deciding whether or not to post these pictures or others similar that we might get or take ourselves. Originally we had decided against it. We changed our opinion when a lot of people reproached that the picture on the poster was too much. So we ask of you: if such atrocities happen in Romania, is the poster too much?

I'M NOT A STRAY!

The program means to ensure the observance of each animal's right to shelter and nourishment. We decided for the temporary accommodation of stray dogs, a fast and definite solution, being as it is that the actual adoption of such dogs seldom takes place.

The case of old strays is even more desperate, as they never get adopted. We feel strongly against euthanasia, a solution we accept only for such terminal cases of animals in pain, that can no longer be saved through medical interventions.

Consequently, our association offers up to 60 lei / month (aprox. 20 euros) to people that are willing to accommodate a stray dog in their yards, until the adoption is finalized. Also, we are offering a smaller allowance / life for old or sick dogs that you agree to shelter.

The association will assist you in supporting the animal by offering appropriate nourishment and all medical help needed, including the sterilization. If you don't have a dog house we will provide one.

A contract will be drawn between the two parties so that the association won't be able to evade payment and the people offering the shelter won't get rid of the dog upon receiving the money. We appologize if some of you might find this specification offending; such situations have been known to happen.

Also, the people agreeing to accommodate strays will have to comply with the regulations imposed by the association regarding the maintenance of the dogs, regulations attached to the contract. It is a set of elementary rules designed to ensure the well being of the animal.

We feel we need to specify that should you fail to abide by the animal rights, stipulated as such in Legea 205/2004, the association will be forced to act accordingly.
